SYLVANIA -- Sylvania council discussed a change to the city's recycling system after receiving complaints from residents about refuse littering the neighborhoods. 

At meetings held on November 19, officials from Republic Services, the recycling contractor for Sylvania, proposed a switch from standard recycling bins to larger, enclosed carts. The new closed containers would be provided by Republic Services, in exchange for a reduction to bi-weekly collection, and a three year contract extension. The company also says it will forgo a scheduled price increase in September, if awarded the contract.

Residents complained that high winds were lifting refuse out of recycling bins, scattering in the streets and surrounding properties. Some feel that a change is unnecessary.

"We've never had a problem with it, " said Loren Noyes, a Sylvania homeowner since 1982. Noyes noted that small rodents and random fliers were the only real problems he has encountered with his recycling. He continued, "I don't really know why a lid would have to be attached to that."

Over 5,700 Sylvania homes could be affected by the switch. Council will weigh its options and continue to discuss rules concerning the size of the containers in certain neighborhoods.
