TOLEDO -- Another year, another spot for Toledo in Forbes' list of most miserable places to live in America.

Ranked 8th most miserable city in 2011, the Glass City got a little more pleasant in 2012 according to the magazine, dropping to 11 on the list.

The list of America's Most Miserable Cities 2013 is topped by Detroit, which continues to deal with high levels of crime and unemployment. Describing Toledo, the magazine says job growth has been anemic with more and more residents leaving the city. According to Forbes, net migration out of Toledo is ranked fourth highest in the nation, behind only Detroit, Flint, and Cleveland. This figure gauges whether or not residents feel a community is worth living in.

The rankings are based on the Misery Index which was developed by economist Arthur Okun in the 1960's. The index combines figures for unemployment and inflation. Forbes says they examined several factors in the country's 200 largest metropolitan areas, including: violent crime, unemployment, foreclosures, taxes (income and property), home prices, commute times, and weather.

Toledo ranked 12th on the list in 2011 and 15th in 2010.
