TOLEDO -- U.S. Marshal Rodney Hartzell calls Fugitive of the Week, Michael Garczynski, "one of the most despicable people I've run across in my 27 years with the Marshal's service." Hartzell has a good reason to make such bold statements because, according to local law enforcement officials, Garczynski was willing to drown two small children to settle a grudge against a woman.

According to Hartzell, In November 2011, Garczynski was a passenger in a car with a woman driving and her two small children in the back. He argued with the woman and told her, "I'm going to crash this [expletive] car!" He then grabbed the wheel and forced the car off  the road and into a deep drainage ditch full of water.

The car began to fill with water. Garczynski escaped and climbed back to the roadway. From there, he watched as the woman and two children, ages four and five, were trapped in the vehicle as it continued to fill with water. Eventually other motorists spotted the accident and called police for help.

Garczynski is wanted for two counts of felonious assault. He has since fled the area.

Marshal Hartzell is deadly serious about getting his man. "We've already arrested one person who helped him," said Hartzell. "We'll arrest anybody who gets in the way."

If you know where Garczynski fled, you will be eligible for a cash reward and the gratitude of an veteran U.S. Marshal. Contact the Northern Ohio Violent Fugitive Task Force at 1-866-4WANTED to report Garczynski's whereabouts.

"We've profiled lots of people -- shooters, rapists. This guy ranks at the top of my list." Hartzell added.
