FOSTORIA -- A two-year undercover drug investigation ended with four people in handcuffs on Tuesday. According to Fostoria Police Chief John McGuire, the Seneca County Grand Jury indicted Neil Cannon of Millbury, Jill Cannon of Millbury, Logan Munson of Fostoria, Alexis Delarosa Sr. of Fostoria and one other still at large on 31 felony drug-related charges.

The felony charges, nearly all of which were allegedly committed in the City of Fostoria, included 19 felony counts of trafficking in cocaine, with 8 of the trafficking counts including juvenile specifications--alleging drug sales were made within 100 feet of a juvenile.

All 5 were charged with the additional felony count of engaging in a pattern of corrupt activity, a felony of the first degree.

The Racketeer Influenced Corrupt Organization or "RICO" charges carry a mandatory sentence of between 3 years and 10 years in prison upon conviction. Throughout the investigation, Seneca County Drug Task Force agents seized more than $5,000 as alleged drug proceeds sought to be forfeited to the Seneca County Drug Task Force.

Other charges included in the indictments were trafficking heroin, trafficking marijuana, possession of cocaine, aggravated possession of drugs, tampering with evidence, possessing criminal tools and obstructing official business.

"This investigation began with street level distributors of cocaine in Fostoria, Ohio but also includes mid-level cocaine suppliers who are responsible for transporting and distributing multiple kilograms of cocaine in Fostoria throughout the time of this investigation," lead investigator Detective Matt Armstrong said. "These efforts should place a burden on the persons who continue to poison our neighborhoods with the drugs they distribute."
