COLUMBUS -- Just a day after a texting while driving ban went into effect in Wauseon, the Ohio Senate has doubts about whether the state should ban it at all.

The issue was the subject of a three-hour Senate hearing on Wednesday. Republican Senate President Tom Niehaus expressed concerns whether a statewide ban would be enforcable, saying "you cannot legislate common sense."
