TOLEDO, OHIO -- The City of Toledo is making last minute decisions to balance the budget before the March 31 deadline.
One item up for debate is Mayor Mike Bell's plan to privatize the city's refuse collection.
Bell says he wants to do this to save the city $2.8 million and avoid raising rates for customers.
Some of the concern from city council has centered around the future of city refuse employees. "It takes a little bit of strength to say OK, we're going to do something a little bit different. Unless that happens then we'll do it the same old way I guess. But I am not a proponent of that," said Bell, (I) - Toledo.
The city is facing a $4.1 million deficit.
Bell says with the money saved from refuse collection he would like to add 25 people to the police class and resurface more roads.
