Police video captures car chase before suspect is shot and killed

TOLEDO -- Ohio Highway Patrol released dash cam video, on Wednesday, of a deadly police chase on September 3.  The video begins in Wood County, and shows 48-year-old Brian Lipp driving recklessly sometimes along I-75.

Authorities then chase the robbery suspect into Toledo where he crashed near Bancroft Street. After Lipp exits the vehicle, police tried to get him to surrender.

Instead, Lipp would point a weapon at authorities and they would fire at him between 40 and 50 times. An investigation of the shooting would determine that Lipp's weapon was a pellet gun.

An innocent driver, 64-year-old Larry Collins of Washington Township, was also killed while authorities tried to pursue Lipp while traveling the wrong way along I-75. The two officers involved in that head-on crash have been cleared of any wrong-doing. 

However, a seasoned police officer, 66-year-old Sergeant Karen Martensen was put on administrative review after the incident and will have to undergo retraining because of her actions on the day of the chase.

According to a Toledo Blade article, Toledo Police Chief Mike Navarre cited "the fact that Sergeant Martensen encountered the suspect on two occasions....and the suspect got away and [Navarre] felt those facts warranted an administrative review of [Martensen's] actions."

Chief Navarre says Toledo Police's dashboard camera videos would not be released until their investigation into the incident is complete.
