TOLEDO -- Leaders of the Glass City are focusing on the 2010 budget.

Mayor Mike Bell, his transition team and union leaders met Thursday at Cousino's Navy Bistro to address Toledo's financial situation.

Bell's administration discussed potential scenarios and options for filling a more than $43 million deficit.

Last month, Bell called for a quarter percent increase of the city's income tax.

"A budget without revenue is going to be, as the mayor said, painful. And we are putting on the finishing touches on what that pain is going to be," said Deputy Mayor of Operations Steve Herwat.

City Council must pass a budget by the end of March.

The next budget meeting is scheduled for Wednesday, February 10th.
